Indonesia is one of the countries of origin for victims covered in the UN 2026 Human Rights Communication on the Comfort Women Issue.
I. Background: During the Japanese occupation of the Dutch East Indies, Indonesian women suffered sexual slavery and related violence. After the war, survivors faced long-standing issues of social stigma, testimony preservation, and reparations.
II. Recent Developments: The UN Special Procedures Expert Statement of March 2026 listed Indonesia as a country of origin for the victims and called on Japan and other countries of origin to take measures to guarantee the rights to truth, justice, reparations, preservation of historical archives, and commemoration. Japan previously supported the construction of welfare facilities for the elderly in Indonesia through the Asian Women's Fund, but this approach is not entirely equivalent to state reparations claims against individual victims.
III. Status: Status of Action – International Concern and Procedural Communication (UN human rights experts have included Indonesia in the relevant government communication; no new comprehensive individual reparations procedure initiated by the Japanese government as of the date of this document has been confirmed).
