Accessibility Statement

The Center is committed to making the history and research it records accessible to as many people as possible, including those who use screen readers, keyboard-only navigation, or enlarged text.

1. Our Aim

  • To work towards WCAG 2.1 Level AA (this page describes the current state and known gaps; it is not a claim of conformance).
  • Accessibility has particular significance for this website: our historical materials concern the dignity of victims, and accessibility of information is itself part of our ethical requirements.

2. What Is in Place

  • Language declaration: pages declare the correct language for each edition (Simplified Chinese, Traditional Chinese, English).
  • Skip to main content: all three language editions provide a “skip to main content” link, so that keyboard and screen-reader users can bypass the navigation.
  • Keyboard operable: site navigation, search and forms can all be operated by keyboard alone; the menu button uses a native button element.
  • Screen-reader support: the main navigation carries an accessible label; the menu button exposes its expanded state and target; icon elements are hidden from screen readers and given text alternatives.
  • Form feedback: form status areas use a live region so that error and success messages can be announced.
  • Page structure: semantic heading levels and main, navigation and sidebar region elements are used.
  • Zoom and contrast: body text can be zoomed; text-to-background contrast is set with Level AA as the target (the gold accents are decorative and carry no information) — an item-by-item audit is still under way.

3. Known Gaps

  • An item-by-item WCAG audit is still under way: the list above is an inventory of what is in place, not a full statement of conformance; this website has not yet undergone third-party accessibility auditing.
  • Image alternative text: alternative text must be confirmed image by image for archive thumbnails and lead images; decorative graphics should be given empty alternative text; this inventory is being refined and will be added to over time.
  • Dynamic content: announcements for language switching and for list updates after filtering can be improved further.
  • PDF attachments: the accessibility of some archive attachments depends on the source file itself; this website cannot guarantee that their tagging structure is complete.
  • Contrast: the contrast of decorative gold when used for text needs to be checked case by case.

4. Feedback

  • If you encounter a barrier while using this website, please tell us through “Contact Us”, stating the page address, the assistive technology you use, and the specific problem.
  • We will make every effort to improve after verification; where a problem cannot be fixed immediately, we will explain the reason and the expected approach honestly.

5. Scope of This Statement

  • This statement describes the accessibility of the parts of this website that we build ourselves; third-party sites reached through external links are outside its scope.
  • Date of update: 21 September 2026.
